• There were no arrests in this case for 2+ years until St. Lawrence County District Attorney Mary Rain took office
• Mary Rain used Tandy Collins and the Garrett Phillips case to run her political campaign for District Attorney as she promised to arrest Nick Hillary.  (Could she have seen all of the “evidence” prior to taking office?)
